Navigating EPREL Registration and Energy Labelling Compliance for Non-EU Manufacturers

For non-EU manufacturers entering the European market, compliance with EU energy labelling regulations—notably Regulation (EU) 2017/1369—is essential. This regulation mandates that all energy-related products must be registered in the European Product Registry for Energy Labelling (EPREL) prior to being marketed or sold in the EU. One of the most significant challenges is the “established supplier” requirement, which dictates that only entities located within the European Union can register products in EPREL. To meet this legal condition, non-EU manufacturers must either appoint an authorized representative or collaborate with an importer established in the EU.

The compliance landscape has grown even more demanding under the newly introduced Implementing Regulation (EU) 2024/994, which enforces mandatory electronic identity verification. Starting April 2025, all registering entities must provide proof of their legal status and EU establishment via a qualified electronic seal in order to obtain Verified Supplier status. Additionally, manufacturers must upload comprehensive technical documentation into the EPREL system—including test reports, measured parameters, and calculation methodologies. This data is securely stored and accessible only to EU authorities and the European Commission for verification and enforcement.
